Job description

The Regulatory Compliance Investigations Team (RCIT) are responsible for the enforcement of legislation under the Merchant Shipping Act and other maritime law. They ensure the MCA acts lawfully and effectively in regulating UK ships, seafarers and foreign vessels when in UK waters by carrying out investigations and when appropriate prosecuting offenders to support the MCA's aims and objectives of safer lives, safer ships and cleaner seas.

We have a great opportunity for a motivated individual to join the Regulatory Compliance Investigations Team in our new role as the Intelligence Analyst Lead. The successful applicant will take leadership of the information and intelligence gathered via the IBM i2 Database and other incumbent tools and systems. Using their existing knowledge and experience, the role holder will analyse data sets and interpret their findings into rich intelligence in order to identify trends and hotspots, conduct gap analysis, develop insight and produce actionable intelligence to aid future planning in order to drive performance of the MCA and key strategic partners.

Reporting directly to the Head of Regulatory Compliance Investigations Team, the Intelligence Analyst Lead will utilise best practice and will ensure Key Performance Indicators and standards are maintained within this varied and demanding environment.

This is a crucial role within the MCA and a fantastic opportunity for a suitably qualified individual to add flair and bring their own interpretation to the data in order to translate into valuable analytical output.

This role can be based at any of the MCA office locations listed, however, if not based in Southampton there will be a requirement to travel to MCA HQ in Southampton on a business needs basis. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.

There will be a requirement for travel on official duty within the UK and overseas or offshore, which may involve overnight stays away from home. A passport valid for international travel is required as well as a full driving licence valid for driving in the UK.

Responsibilities

Responsibilities include but are not limited to:

• Evaluating current data and preparing and updating charts and reports to assist in adding value to RCIT with analytical product. Presenting the results of analysis in the appropriate format and producing reports outlining recommendations

• Exposing information or evidence gaps which, if not revealed, may jeopardise the success of an investigation

• Accessing FISS, analysing Suspicious Activity Reporting to make recommendations based on the analysis of the rich financial date to support the Financial Investigations Manager

• Designing and managing intelligence collection plans using IBM Analyst Notebook and associated mapping tools

• Assessing KPI and SLA's and ensuring that these are fit for purpose and in alignment with the organisation goals

About You

To be successful in this role, you will hold an IBM i2 Analyst's Notebook certification and will be well-practiced in using analytical tools to produce reports resulting in credible intelligence. You will have advanced IT skills with the willingness and ability to learn and use new systems as technology develops. You must also have the willingness to work towards an IBM i2 iBase Designer certification once in post. You will be a self-starter who welcomes autonomy to their role, whilst remaining team focussed.

You will have excellent organisational skills with the ability to balance workload, reprioritising tasks when necessary, and will thrive working under pressure to tight deadlines whilst still ensuring quality and accuracy at all times.

First class communication skills are pivotal to this role with the ability to provide guidance and insight to stakeholders, and your exceptional stakeholder engagement and interpersonal skills will enable you to influence, negotiate and challenge at all levels. As a confident individual, you will be comfortable delivering presentations to large audiences and attending and engaging in briefings and meetings.

You will be a creative thinker who takes a 360 degree view and applies a holistic approach when utilising data in order analyse trends and expose gaps, quickly developing robust recommendations in order to solve problems and create solutions.
