Job description

We have a fantastic opportunity for a project professional to join the Information Technology Directorate, taking accountability for the delivery of all IT products & services for the IT, HR, Estates and Finance directorate supporting functions critical to the MCA's success by delivering simplification & automation.

Reporting directly to the Head of Delivery Management and leading, coaching and mentoring the Delivery Managers, the Heads of IT Portfolio will build and maintain motivated teams to ensure continuous improvement and the successful delivery of complex and high profile projects.

Utilising agile and lean techniques, the successful candidates will play a key role in managing dependencies, risks and people, overcoming obstacles and getting the best value against constraints.

Communicating and engaging with senior stakeholder is a crucial element of this role in order to support the effective delivery of products and services whilst strategically planning the future road map to deliver against the directorates' needs.

This role can be based at any of the MCA office locations listed, however, if not based in Southampton there will be a requirement to travel to this office on a business needs basis. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.

There may be a requirement for travel on official duty within the UK, which may involve overnight stays away from home.

Responsibilities

Responsibilities include but are not limited to:

• Managing and owning the design and implementation of the digital, data and technology delivery management strategy, policies and processes required for successful delivery of the technology portfolio - aligned to a specific directorate

• Managing the IT digital, data and technology portfolio including effective prioritisation of incoming requirements

• Managing the delivery of MCA's digital, data and technology projects and initiatives, including applications and infrastructure, with a focus on large complex projects, according to the project allocation priorities set by the Head of Delivery Management

• Managing and holding responsibility for all project finances within their portfolio including forecasting and actuals management of programme and capital funds

• Owning the project/portfolio road maps for their portfolio taking a strategic view in conjunction with business stakeholders

About You

We are looking for a motivated individual who has experience of owning a portfolio of work encompassing multiple projects and running projects using agile and lean methodologies.

You will be able to demonstrate an understanding of the technology industry and industry trends and will have previously managed multiple projects through the leadership of delivery teams and suppliers.

We will look for you to promote collaborative ways of working amongst internal teams and also with external stakeholders to drive a continuous improvement culture, influence change and meet requirements and expectations.

You will be highly organised with excellent time management skills and the ability to balance multiple competing priorities, re-planning where necessary. You remain calm under pressure and have a proven ability to problem solve in order to reach successful outcomes.

You will possess excellent communication skills in varying circumstances, with the ability to tailor your communication style to your audience ensuring messages are effectively relayed and understood.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.
