Job description

The Head of Pay, Reward and HR Policy is a high-profile role within DVLA, and involves stakeholder engagement at a senior level in the form of supporting Directors/Business Heads to enhance business performance, acting as a catalyst for the development and implementation of professional people management policies, capabilities and practices.

As lead for Pay and Reward, you will identify and progress DVLA’s strategic pay priorities in collaboration with the wider Department for Transport [DfT] Reward Teams. You will also be accountable for quality assuring the consistent delivery of HR policies and practices and working across the Department to continuously improve service.

This is a fantastic opportunity to shape this diverse, fast paced role and make it your own, overseeing a team of Subject Matter Experts to ensure that relationships are built and maintained with internal stakeholders, across the DfT and the wider civil service providing excellent customer service on all aspects of pay, reward and HR policy.

Responsibilities

Key accountabilities of the role include:

• Working with the DfT Pay and Reward Team to deliver strategic pay and reward policies for DVLA and in line with Civil Service pay strategy.

• Working with DfT Group Policy and the Business to ensure the effective development, implementation and application of HR policies and practices to meet business including innovative solutions to reward related problems.

• Managing the flexible benefit platform contract and ensure flexible benefits offered to staff remain appropriate and support staff engagement.

• Co-ordinating the effective development and implementation of new HR policies and products through Line Managers, ensuring diversity and inclusion are fully recognised and commissioning learning interventions to support the implementation of these.

• Forming strong, influential and lasting relationships between self and all stakeholders, demonstrating personal credibility and capability across the function to provide a quality service.

About You

We are looking for an experienced senior HR professional who holds CIPD level 7 or has equivalent experience, particularly in Pay, Reward and developing, interpreting or implementing HR policies and procedures.

You will have experience of providing guidance and robust recommendations to stakeholders, where your exceptional stakeholder engagement and relationship building skills will allow you to influence and challenge at all levels.

Excellent communication skills are pivotal to this role with the ability to provide sound written advice. You must also have a sound understanding of the political climate, organisational direction, and wider implications when weighing HR policy and its application.

You will be highly organised and comfortable working in a fast-paced role that moves and develops quickly, using your own initiative and working with autonomy. In addition, you must be a confident leader, comfortable using your judgement and a considered approach to make difficult decisions.

This role will be based in Swansea and we will be operating a hybrid working model that allows you to work between home and on-site giving you greater flexibility about where and when you work, subject to business needs and also allows for ongoing support, development and collaboration with colleagues.
