Job description

As Head of Strategic Workforce Planning you will assume an integral role within the HR and Estates Directorate (HRED) as you craft and deliver an effective People Analytics service. This will involve working closely with a wide range of stakeholders to maintain a clear understanding of what the organisation requires strategically, as well as tactically, in the form of data, information, advice and intelligence.

This will include strategic workforce planning, business intelligence, using and applying quantitative and qualitative research design to tackle problems and advising the business on the best course of action.

You will also provide clear direction and strong leadership to a multi-skilled team through an encouraging and engaging approach which improves team performance and ensures the right skills are developed.

You can add real value to the Agency through the intelligence and analytics you provide, empowering DVLA leaders to make more informed business decisions to benefit our customers, thereby driving leadership and organisation capability.

Responsibilities

Key accountabilities of the role include:

  • Support the Head of HR and HR Business Partners in identifying business related HR issues and develop an MI strategy to support the delivery of wider business objectives.
  • Take an analytical consultative approach to people issues, partnering with the business to deliver the most relevant people analytics to support decision making.
  • Use MI according to the strategy set out by the HR Director and Head of HR, implementing actions to continuously improve business outcomes.
  • Provide meaningful insight into trends and underlying causes, through the interrogation and analysis of multiple HR data sets.
  • Explain technical information clearly, describing the implications and uncertainties of the analysis and evidence.
  • Produce GDPR guidance to the HR team and the business in relation to HR MI to ensure legal compliance, reporting non-compliance to the Head of HR.

About You

We are looking for an expert leader with a strong background in workforce planning and a sophisticated level of application development using Microsoft Excel. You will have experience of developing Dashboards and presenting data across a wide audience with the ability to clearly explain analytical results in an easy to understand and engaging manner. In addition, you will have worked with Business Intelligence tools and practices such as Power BI.

You have strong organisational skills, able to balance multiple priorities and work at pace or methodically when required. You will have outstanding communication and relationship building skills which enable you to influence and challenge at all levels.

You will need to hold a degree in an analytical or social/behavioural science discipline or have equivalent experience.

We strive to ensure that DVLA is a great place to work where everybody can be their true self, be treated with dignity and respect, and according to their individual needs. We have 6 staff network groups run by staff to support their colleagues: Freedom (LGBT), Ability (Disabilities), Gender Equality, Unity (Ethnicity), Mental Health Network and Carers Support Network.

This role will be based in Swansea and we will be operating a hybrid working model that allows you to work between home and on-site giving you greater flexibility about where and when you work, subject to business needs and also allows for ongoing support, development and collaboration with colleagues. We would encourage you to discuss the working arrangements for this role with us during the recruitment process.

Due to the evolving nature of the business, vacancies can become available at any time. Therefore, this campaign may create a reserve list to fulfil demand if it arises which will be held for a period of 3 months.
