About the job Summary

Are you a Payroll professional looking for a new exciting role?

We are the Food Standards Agency (FSA) - a non-ministerial department of over 1400 people. We play a critical role in protecting public health and consumers’ wider interests in food across England, Wales and Northern Ireland. Our vision is an important one - to drive change, delivering “food we can trust” and working towards a healthier and more sustainable food system.

We have a small payroll team who ensure all our staff get paid on time and accurately on a monthly basis. We process expenses payments and make payments to pension providers in line with employer and employee contributions. We also ensure the FSA payroll is in line with HMRC rules and regulations and submit Tax and National Insurance contributions as part of the monthly payroll. Our work contributes directly to ensuring our colleagues feel valued and engaged.

Job description

We are looking for two people to join us as Payroll Delivery Support on fixed term / loan appointments.

The agency is growing, and therefore we need dedicated payroll professionals to help us manage the monthly routine of making payroll happen, and we are also about to begin a transition to a new payroll system.

You will be integral in making sure we can meet the challenge we face in continuing to deliver a monthly payroll whilst also working with an implementation partner to deliver a new system for September 2023.

We are looking for candidates with knowledge of how payroll works but also with the ability to look at different ways of working and contribute with new ideas and solutions to problems. An eye for detail is key to ensure we pay people correctly. It’s also vital that you are happy to embrace change and are flexible when taking on work.

Please read the attached Candidate Pack for full details of the role.  If you feel you meet the criteria, and this sounds like the role for you, please apply today – we’d love to hear from you.

Both posts are advertised as Fixed Term/Loan (until end Mar 2024) appointments.

Candidates that are already established Civil Servants would come to the FSA on a Loan basis and will need to request permission from their Home Department for a Loan prior to applying for this job.

Note for FSA employees: You must seek approval from your substantive manager before applying for a non-permanent vacancy, this includes applying for a new post during an existing temporary posting. Your substantive post may be backfilled on a permanent basis if your temporary posting lasts for longer than 12 months. Please note that if there is no return post for you and suitable employment cannot be found within the FSA or in another government department you will be at risk of redundancy.

Responsibilities

Please read the attached Candidate Pack to discover further details about the role, our organisation, who we are looking for and the criteria we will assess against during the selection process.

We look forward to receiving your application and wish you every success.

We'll assess you against these behaviours during the selection process:

  • Communicating and Influencing
  • Delivering at Pace
  • Working Together

Benefits

Our candidate pack details the benefits that the FSA has to offer. Please also refer to the attached Terms and Conditions statement.

Things you need to know Security

Successful candidates must pass a disclosure and barring security check.

People working with government assets must complete basic personnel security standard checks.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

Full details of the selection process are detailed in the attached candidate pack.  This will consist of shortlisting against the essential and desirable person specification criteria stated. If successful at shortlisting stage, you will be invited to the final selection stage consisting of an Experience and Behaviours-based interview.

An initial sift may take place on just the identified lead criteria indicated below.

  •  Experience in, and in-depth knowledge of, payroll systems (e.g. Oracle, Workday, IHR etc), tax and related regulatory frameworks.

In the event we receive a large number of applications, the minimum pass mark for the lead criteria may be raised at shortlisting stage. Candidates who apply under the DCS, GPTW or RIS schemes and meet the minimum requirements will be unaffected by the pass mark raise.

The FSA is dedicated to a policy of equal opportunity for all. Being truly reflective of our society and building a culture where everyone can perform at their best is critical to the work of the FSA. We are looking to recruit from the widest possible talent pool and encourage candidates to apply from a diverse range of backgrounds. We are proud to be an inclusive, equal opportunities employer and are committed to ensuring that all candidates are treated fairly throughout the recruitment and selection process and beyond. All appointments are made on merit.

Please be assured that diversity or socio–economic information requested during the course of your application plays absolutely no part in our selection processes and is not seen by anyone assessing applications.  Any information provided is anonymised and used for statistical purposes only.

We actively review the deployment of talent on a periodic basis in the interests of optimising personal development and the achievement of business plans.

Childcare Vouchers: Any move to the Food Standards Agency from another employer will mean you can no longer access childcare vouchers. This includes moves between government departments. You may however be eligible for other government schemes, including Tax Free Childcare.

Determine your eligibility at https://www.childcarechoices.gov.uk

A reserve list will be held for a period of up to 12 months from which further appointment may be made.
