At the weekend, Chancellor George Osborne announced proposals for the creation of 10 enterprise zones and Prime Minister David Cameron promised to place the promotion of enterprise at the heart of the budget later this month.

Cameron told the Topries spring forum yesterday that  there were three "enemies of enterprise’ – bureaucrats in the civil service who made life difficult for business, especially small firms; town hall planners and public sector procurement managers "who think that the answer to everything is a big contract with a big business and who shut out millions of Britain’s small- and medium-sized companies from a massive potential market".
